From New York to Los Angeles, thousands of people marched, rallied and chanted in around 10 cities against the billionaire president-elect a day after his stunning upset win, some carrying signs with slogans such as “Not our President” and “Love trumps hate.” Protesters carrying signs reading “Dump Trump” gathered outside Trump Tower on Fifth Avenue, where the president-elect lives. Police said they had arrested 15 people, the New York Times reported. Arrests were made as thousands of protesters thronged streets in midtown Manhattan while at a park further downtown hundreds who had gathered screamed “Not my president.” In Chicago, they also chanted phrases like “No Trump! No KKK! Taiwan set to legalize same-sex marriages, a first in Asia


AIPEI, Taiwan (AP) " Su Shan and her partner are raising 5-month-old twins together, but only one of the women is their legal parent. That could soon change as Taiwan appears set to become the first place in Asia to legalize same-sex marriage.

"Now, if something happens to the child, the other partner is nothing but a stranger," said Su, a 35-year-old software engineer in Taipei. By contrast, either partner in a legally recognized marriage could make legal, medical and educational decisions, she says.

Taiwanese lawmakers are currently working on three bills in support of marriage equality, one of which is already listed for review and could be passed within months. Same-sex marriage also has the prominent support of President Tsai Ing-wen, Taiwan's first female head of state.

About 80 percent of Taiwanese between ages 20 and 29 support same-sex marriage, said Tseng Yen-jung, spokeswoman for the group Taiwan LGBT Family Rights Advocacy , citing local university studies. Taiwan's United Daily News found in a survey taken four years ago that 55 percent of the public supported same-sex marriage, with 37 percent opposed.

That's seen as a reflection of Taiwan's ready acceptance of multi-party democracy and other inclusive attitudes, as well as the fact that Taiwan's 23 million people largely follow Buddhism and traditional Chinese religions that take no strong positions on sexual orientation or gay marriage.

Gay and lesbian relationships began to find wide acceptance in the 1990s, aided by the already well-established feminist movement, said Jens Damm, associate Professor in the Graduate Institute of Taiwan Studies at Chang Jung University in Taiwan.

"The elite became in favor of a kind of gender equality," Damm said.

Still, same-sex marriage still had to overcome traditional perceptions of gender roles and the strong pressure on children to marry and have kids. The self-ruled island also lacks many openly gay and lesbian celebrities to lead the way; the writer and television talk show host Kevin Tsai is among the few exceptions.

Taiwan would join Canada, Colombia, Ireland, the United States and 16 other countries that have legalized same-sex marriage over the past 15 years, according to the Washington, D.C.-based LGBT rights advocacy group Human Rights Campaign . But it would be a notable exception among Asian and Middle Eastern countries, at least 20 of which continue to ban same-sex intercourse.

It's a big step forward for the history of human rights," said Yu Mei-nu, a ruling Democratic Progressive Party lawmaker who is sponsoring the same-sex marriage bill now in line for parliamentary debate. "If Taiwan can get this passed ... it will give other Asian countries a model."

Taiwan's Justice Ministry has not backed a specific bill, but pledged on its website last month to maintain an "attitude of openness" toward same-sex marriage. President Tsai said as recently as October that she supports same-sex marriage.

Domestic gays and lesbians have also formed an effective lobby in recent years. An annual Gay Pride march in Taipei last month drew tens of thousands of people, many pushing for gay marriage. About 100 people have separately formed a group pushing for the cause.

For Log Chen, a Tarot card fortune teller in Taipei, legalized marriage would mean she and her partner of three years could make future plans with more confidence.

"In case something happens to my partner, I will not be left with nothing," Chen, 32, said.

While practical issues such as sharing assets and medical benefits are motivating factors, simple love and respect are also a strong impetus, said Jay Lin, founder and director of the Taiwan International Queer Film Festival.

"There are lots of people who have been loving and committed to each other for decades and they'd like to put a ring around their finger," said the father of 4-month-old twin boys, who said he would consider marrying his partner.

Still, as legalization grows closer, opposition to same-sex marriage is hardening among a small minority of fundamentalist churches and conservative politicians. That includes some members of the main opposition Nationalist Party's Central Standing Committee, party spokesman Hu Wen-chi said.

During their time in power, the Nationalists stopped earlier efforts to pass same-sex marriage bills, including one introduced in 2013 that met opposition from Christian groups that gathered signatures from about 400,000 naysayers.

Legalizing same-sex marriages would burden Taiwan's welfare system and be tough on children, said Chen Chih-hung, chairman of the year-old political party Faith And Hope League, which has no seats in parliament.

The death of a same-sex spouse would leave the survivor dependent on government support as many couples would not have children to support them in old age, Chen said. Children of such couples would find it difficult to socialize with children from more mainstream families, he said, although that argument has been refuted by many social scientists.

Su, the software engineer, said she and her partner, also 35, find little sign of such concerns among the people they meet. Most Taiwanese are highly accepting of their relationship and their right to raise children, she says.

"We go to the market with our kids and people say 'how cute,'" she said. "When they find there are two mamas, they feel intrigued. Maybe they have seen news about this type of family but don't have friends near them who are doing it."

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, has said the federal government is not about to increase the price of petrol in the country, at least not in the near future. Kachikwu, instead, said the government would review some of the elements in the pricing template of the Petroleum Products Pricing Regulatory Agency (PPPRA), which are still within its control with operators in the downstream sector to ensure that the price remains in line with market fundamentals. The minister made the statement shortly after he was honoured alongside former board chairmen and executive secretaries of PPPRA by the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), PPPRA branch on Saturday night in Abuja. He also stated that the recent meeting President Muhammadu Buhari had with traditional leaders and other stakeholders of the Niger Delta on militancy in the region, was the first step in government’s attempts to clear the existing trust deficit in its dialogue with the militants, ahead of its inclusive development plan for the oil-rich region. While responding to a question on Nigerian National Petroleum Corporation’s (NNPC) recent defence of the fuel price hike at its retail outlets from N141 per litre to N145, though still within the approved price band, Kachikwu said: “First, I am not aware that the NNPC has increased its price. I need to look into that, it’s a bit of surprise for me, because there are processes in doing this. “If they have done that, it means they are doing it wrongly. Let me find out what the facts are. Having said that, the reality is that what we did at the point where we did some liberalisation was to enable the market float the price. “Obviously, as you look at foreign exchange differentiations and all that, it would impact the landing cost of petrol.” “The worst thing you could do is to go back to the era where we basically were fixing prices. What we ought to be doing is watching prices, making sure that they are not taking advantage of the common man; making sure that the template is respected. “One of the things I think we had hoped to do, which we should still do before we embark on any price increase is to work on those templates. There are still areas that are within government control. “These are payments to the Ministry of Transport and the rest, payments to the Nigerian Ports Authority (NPA) that are foreign-currency denominated. “We are working on the possibility of being able to shift that out so that you still can modulate the prices within where it is right now. But I would hold a conversation with the industry and see how it is going,” he stated. He further explained that what was key was to ensure that fuel queues do not resurface and those that are investing in petroleum products marketing must be able to predict the “pricing methodologies, the pricing consequences and the actions to be able to justify their investments”. He added: “At the end of the day, I think PPPRA is the agency that has the authority to say it is time the templates does justify some level of movement, otherwise you have a crisis of individual decisions on pricing.” On the recent peace dialogue with the Niger Delta region and the sentiments raised against the recent demands put forward by its stakeholders to President Muhammadu Buhari, he said the government was being meticulous in its handling of the issues, adding that the president was committed to a lasting solution to the region’s challenges. “The Niger Delta is not an easy terrain to deal with, both in physiography and in terms of its politics. Obviously, what has been happening over the last one year has been turbulent for the country, its resources and even the sustenance of the oil industry. “What we did in terms of that meeting was to be able to bring them to see the president so that we can remove the level of trust deficit that had existed. “The president is committed to finding solutions to these problems, but he is committed to finding lasting solutions, not one-off measures that would come to haunt us again afterwards. “That is why he is taking his time to understand how these people operate,” said Kachikwu. He stated that in addition to the dialogue, the government would be embarking on a series of actions, like the Maritime University, opening of business opportunities in the area, and clean-up of the environment. “I do not think people should kick; you are never going to have a situation in this country where you are doing something and there won’t be criticism. “But that should not discourage us. I think some of the efforts we are making are yielding results. “The militancy is not as pronounced as it is today and I think the militants themselves are very reasonable, as they begin to see some unity, some coalition of their elders and their leaders, as well as their colleagues into unions to be able to find lasting solutions,” he added. Kachikwu equally described the honour that PENGASSAN bestowed on him and past PPPRA officials like Chief Rasheed Gbadamosi, Ahmadu Alli, Dr. Oluwole Oluleye, Abiodun Ibikunle, Goddy Egbuji, Reginald Stanley and Farouk Ahmed, among others, as humbling.

The United States’ Federal Bureau of Investigation (FBI) has determined that a new batch of emails apparently related to Hillary Clinton’s private email server “have not changed our conclusion” that she committed no criminal wrongdoing, the agency’s Director, James Comey, told congressional leaders in a letter yesterday. As campaigning continued ahead of tomorrow’s presidential election, a Clinton spokeswoman said the candidate was “glad this matter is resolved.” On October 28, only 11 days before the presidential election, Comey sent those leaders a letter informing them that agents had discovered emails “that appear pertinent” to the bureau’s months-long investigation into Clinton’s use of a private server while she was secretary of state. The move, so close to an election, proved tremendously controversial. In July, Comey had announced that Clinton and her aides were “extremely careless” but that “no reasonable prosecutor” would bring a case against them. Writing to Congress yesterday, according to the London-Based Guardian Newspaper, Comey said: “Since my letter, the FBI investigative team has been working around the clock to process and review a large volume of emails from a device obtained in connection with an unrelated criminal investigation. “During that process, we reviewed all of the communications that were to or from Hillary Clinton while she was Secretary of State.” He concluded: “Based on our review, we have not changed our conclusions that we expressed in July with respect to secretary Clinton. “I am grateful to the professionals at the FBI for doing an extraordinary amount of high-quality work in a short period of time.” Clinton was aboard her campaign plane when the news broke, as was the case with Comey’s initial letter nine days ago. Jennifer Palmieri, a spokeswoman for the campaign, made a brief statement to journalists on the plane. “Comey has confirmed the conclusions that he released in July,” she said. “We’re glad this matter is resolved.” Aides could be seen huddling toward the front of the plane and reading from an iPad as reports of Comey’s letter came through. Palmieri was spotted entering Clinton’s cabin at very front, shielded by a curtain, moments before she spoke to the press. The new emails were discovered on a laptop belonging to Anthony Weiner, a former congressman and New York mayoral candidate who is the estranged husband of Huma Abedin, a close aide to Clinton. Weiner is under investigation for allegedly exchanging sexually explicit messages with a minor. Hillary Clinton retains edge over Donald Trump in election’s final sprint Comey’s first letter, sent so soon before the presidential election between Clinton and the Republican nominee, Donald Trump, surprised both campaigns and cast the FBI into the middle of an acrimonious and volatile race. Senior Democrats accused Comey of political meddling, Clinton said she found the letter “deeply troubling”, and Trump gleefully predicted the emails would reveal a corruption scandal “bigger than Watergate.” In the fallout from his letter, Department of Justice officials expressed surprise that Comey would break with decades of policy about investigations and elections. Buhari: My Govt Not Responsible for Recession, I Almost Resigned
President Muhammadu Buhari has rejected the criticism that his administration’s handling of the economy led the country into a recession, admitting, however, that he almost resigned due to the enormity of the challenges in the country arising from the fall in the price of crude oil. Speaking at the State House in Abuja yesterday during a meeting with the Senior Executive Course No 38 of the National Institute for Policy and Strategic Studies (NIPSS), Buhari said that it was not his administration that led the country into recession. He said: “In the last one and a half years of this administration, the economy has experienced some tough times, particularly with the decline in oil revenues, which has had a harsh impact on Nigerians at the grassroots. “It is also important to note that the economic recession is not the making of this administration, but rather a consequence of bad management of the economy in the past couple of decades. Nor is the recession limited to Nigeria – there are far, far worse cases than Nigeria.” The president, however, said that no matter the scale of the problems facing the country, the important thing now is how to tackle it. He said his administration was committed to finding lasting solutions to the nation’s economic structural imbalance. “Let us have faith in our great nation that we will come out of this recession vibrant and strong,” he added. The president said it was impossible for his administration to ignore the poor who made great sacrifices to bring him to government. He said: “Ours is more than any other government in the history of Nigeria. Ours is a people’s government. We therefore must and we will keep faith with the people.” He also declared his government’s commitment to the Sustainable Development Goals, most especially to end extreme poverty in Nigeria. “It is not going to be easy, but we are committed to dealing with the challenges in a decisive manner,” he added. According to him, poverty for decades had been a major challenge for Nigeria despite the country’s enormous wealth. He noted that several policies and programmes implemented over the years had not broken the cycle of poverty in Nigeria. Highlights of the meeting included the presentation of a report, “Strengthening Institutional Mechanisms for Poverty Reduction and Inclusive Development” to the president by the institute. Buhari said the report showed that strengthening institutions was key to reducing poverty and engendering inclusive development. He also noted that the report prescribed some concrete measures on how to reduce poverty in the country. Responding, the acting Director General of NIPSS, Jonathan Juma, told the president that NIPSS was in a precarious financial situation. He said: “The financial situation of the institute is precarious. The payments for utility services are in arrears and worse still, we have to live with threats of litigation from numerous creditors. “Operational vehicles in the institute’s fleet have aged and are a source of constant embarrassment. We have looked inwards and appealed to the generosity of individuals and corporate Nigeria for support and we are glad that some have responded positively. “However, a decisive presidential intervention for sustainable funding of NIPSS is urgently required.” For the institute to operate as an “apex institution” and be at the forefront of relevant research for national development, Juma said it must recruit and retain top level academics, very senior technocrats, and other experienced specialised experts. Senate Terms MTEF Shallow But as Buhari exonerated his government from not making the necessary structural adjustments that could have warded off the recession, the Senate, after Tuesday’s rejection of the president’s $30 billion borrowing plan, yesterday ripped into the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) submitted to it by the executive arm of government, describing it as shallow. Raising a point of order at yesterday’s plenary, the Senate Leader, Ali Ndume, drew the Senate’s attention to an interview credited to the Minister of Budget and National Planning, Udoma Udo Udoma, in a national daily, where he allegedly told Nigerians to blame the National Assembly for any delay in the presentation of the 2017 budget. The minister was said to have inferred in the interview that the National Assembly’s decision not to pass the MTEF and FSP, which usually precedes the presentation of a budget, was the factor slowing down the presentation of the budget to the legislature. Ndume lashed out at the executive, saying the MTEF and FSP presented to the Senate was so empty that it could not be legislated upon. According to him, the degree of the document’s shallowness and its inherent flaws were not manageable, thus prompting his decision to write the minister, pointing out the flaws and asking him to make certain necessary documents available. Ndume added that even though he also scheduled a meeting with Udoma on Tuesday to serve as the platform for the resolution of issues arising from the MTEF, the minister ignored both requests. Ndume therefore said it was uncharitable for the government to go to the press and start blaming the National Assembly for its (government) woes, observing that the executive submitted the 2016 MTEF on September 30, instead of September 1. Ndume cautioned against laying the foundation for the preparation of 2017 budget with another blame game. “The Sun newspaper of yesterday (Wednesday) on Page 6 has a report with a heading which says ‘Budget 2017: Blame National Assembly for Failure to Meet October Target’. And in that, it said the minister stated that the suspension of the debate on MTEF and FSP, which lays the foundation for the budget, has stalled the ministry’s plan to have laid the 2017 budget before the National Assembly. “We received the MTEF on 30th September instead of submitting it according to law by 1st of September – not later than that. That is not even the problem. I have a copy, I went through and the copies that have been circulated. “I talked to some experts. Even in this chamber, we have people we can call experts. If you look at this document that they call MTEF, it is empty; it is empty and it doesn’t contain anything. If you have nothing, how do you consider nothing? “Going through and knowing that it was empty, on October 19 – this is my letter – I wrote to the Minister of Budget and National Planning. In the third paragraph, I stated, ‘To enable the Senate objectively review the MTEF from a holistic fiscal perspective, we deem it necessary to invite you to a meeting to brief the leadership of the Senate on Tuesday, 1st November.’ But the minister failed to turn up. “Before this, I said: ‘You are requested to please send the following documents ahead of the meeting because that is what will make us to have something to consider.’ “I said: ‘(a) the Medium-Term Development Plan (even a draft copy) upon which the 2017-2019 MTEF is founded; you know that is important.’ “Secondly, I requested that a comprehensive report on the implementation of the 2016 budget (as of third quarter, September 30); that is also an important ingredient. (c) All fiscal rates, taxes, charges, etc., used to derive the projected revenue in the 2017-2019 MTEF, because we don’t know what is there and how they arrived at those figures. “Finally, I have here also a copy of the request for approval of the federal government’s 2016-2018 external borrowing plan which was thrown out at last Tuesday. “We asked for a report on the structure/composition of the debt, funding sources, how the borrowed funds are to be spent as well as a repayment plan and schedule. As I said, up till now, there is no communication on that. “We cannot afford to start the 2017 budget process with his blame game. This Senate is the Nigerian Senate. This Senate, especially we have the opposition that is cooperating with us and we have the majority in this Senate. “So it is not like we are working against the government. We know what we are doing and we should do it right. When they bring nothing and we ask for something so that we will do it properly, they speak to the newspaper to start blaming the National Assembly. “I think it is important that we discuss this and advise ourselves properly,” Ndume said. Reacting to the matter, the Senate President Bukola Saraki said he engaged the minister after reading the report but he denied making the remark, even as he echoed Ndume that it was not right to engage in a needless blame game. He said: “I think it is important that I share some information on this because I too saw this article yesterday in the newspaper and I also took on the minister on why this was being done and he denied the article and promised that he was going to make a statement to debunk it. “He sent me an email, saying that he never gave the interview. Be that as it may, I think the matter is serious enough for the leader (Ndume) to have raised the issue. “I have not seen it in the papers today but I will take him by his word. But again, when those kinds of statements come out, the denial is sometimes not seen. “The leader has made the point that this issue of blame game is totally unnecessary. And if he has said he is withdrawing, that means he has said it as well that the National Assembly is not responsible for any delay.” Also briefing newsmen after the plenary, the Senate Committee Chairman on Information, Senator Aliyu Abdullahi, said the Senate was worried about the “careless statements” emanating from ministers, adding that the government was “padded with persons” who do not want it to succeed. He said what was expected from both arms of government is a collaborative effort and not the blame game which he said was not healthy for the nation’s democracy. Udoma Denies Snub However, in a swift riposte, the Minister of Budget and National Planning debunked the accusation by Ndume that he (Udoma) snubbed the upper legislative chamber and refused to turn up for a scheduled meeting with the lawmakers on Tuesday. Udoma’s rebuttal was conveyed in a press statement issued last night by his Media Adviser, Akpandem James. According to the statement, while acknowledging receipt of the letter from Ndume inviting him for a meeting with the Senate leadership, the minister said the meeting was eventually moved by agreement, and wondered why Ndume would go on the floor of the upper legislative chamber to say he failed to turn up, when he was aware that the meeting was rescheduled. “Senator Udoma was equally surprised that even after the newspaper that published the story, which quoted him as blaming the National Assembly for the delay in the presentation of the 2017 budget, has published that the reporter never spoke with the minister, Senator Ndume still went ahead to make an issue out of the matter on the floor of the Senate,” the statement said. Senate to Amend FRA In related issue, plans by the National Assembly to amend the 58-year-old Fiscal Responsibility Act (FRA) has reached its final stage, with the submission of the report upon which the amendment would be predicated. The report, which was presented to Saraki by Ndume yesterday, recommends that the annual budget must be presented in the first week of September. The report presented by the Technical Committee on Budget Reforms also recommended that the budget be considered within two months and passed on the 30th of November at the latest, reported the News Agency of Nigeria (NAN). Saraki constituted a Technical Committee on Budget Reforms to produce a budget reform strategy paper and draft Budget Reform Bill. The aim of the reform is to improve budget formulation, enactment, implementation, and monitoring evaluation with a view to improving budget performance. Presenting the report, Ndume, who commended the Senate President for initiating the process, said the report would improve the budgeting system which has been incoherent. He also expressed the need to repeal and re-enact the 1958 Act to check the anomalies in relation to the fiscal year. Part of the report included the amendment of the FRA to enlarge the list of stakeholders to be consulted during the budget preparation process, as well as pre-budget consultation between the National Assembly, the executive and the public. Also recommended by the committee included the enactment of an organic budget law that puts together all laws relating to the budget, including a fixed and realistic budget calendar and a pre-budget statement. Speaking during the presentation of the report, Udoma said that the success of any budget depends on the collaborations between the executive and the legislature. He said that the elements of the proposed reforms that could be immediately implemented would be implemented with the 2017 budget. The Senate is now expected to sponsor a bill seeking to amend the Act in line with the recommendations contained in the report. House Members Oppose Borrowing Plan Meanwhile, it is not only in the Senate that the executive is expected to encounter stiff opposition to the federal government’s three-year borrowing plan, as opposition has started to mount against the proposal by the executive to borrow $30 billion from foreign sources from the House of Representatives. Expressing their reservations to the borrowing plan yesterday, House Minority Leader, Hon. Leo Ogor, and the South-east Caucus in the House questioned the rational for the borrowing plan and Nigeria’s capacity to repay the loans inherent. Ogor, speaking with THISDAY in an interview, accused the federal government of seeming to adopt a penchant for borrowing. He cited the proposed $15 billion upfront payment for crude oil deal which is being brokered with the Indian government, and queried how the federal government intends to repay the proposed loans under the borrowing plan, with oil that has already been mortgaged to India. “They want to borrow $15 billion from the India government using oil as mortgage, so we are looking at a loan profile that would be close to $45 billion. How would we pay this back?” he asked. “Mr. President was in China recently, and he signed some agreements bordering on infrastructure including the Mambilla project which had been costed by the BPP (Bureau of Public Procurement) to about $5.7 billion. “The government is trying to borrow $4.8 billion for the Mambilla project. I am aware there is an agreement between the federal government and the Chinese government on that facility. We are supposed to pay 15 per cent as counterpart funding in respect of the agreement, and that is less than $1 billion. “So what is the difference for, who are the contractors, and what is the interest rate on this money, what is the grace period like?” he demanded to know. The minority leader argued that it would be foolhardy for the legislature to approve the borrowing plan that would not be expended on sectors that would facilitate prompt repayment, adding that it would become a liability for future generations of Nigerians. “I am not going to be a party to such huge loans. These monies would be paid back at a particular time. Except the projects that we use them for would be able to pay themselves in the long run. “But if they are to be paid from oil which the federal government intends to mortgage to the Indian government, then I do not know how we would pay back,” Ogor said. He however noted that the House was willing to debate the borrowing plan after receiving the details from the executive. “People need to understand that we are asking for details because the devil is always in the detail. We would also look at the Debt Management Act, and look at our liability profile, but let nobody be deceived, nobody intends to give anyone $30 billion as a loan,” he said. Similarly, the South-east Caucus in the House said any plan for foreign borrowing, which does not include an outlook for job creation and inclusive loans for all sections of the country would amount to short-changing some Nigerians. Deputy Minority Leader of the House, Hon. Chukwuma Onyema, who is also the leader of the caucus, said the summary of the planned expenditure of the $30 billion which was included in the president’s letter to the parliament, did not include the South-east region. “We consider it to be an oversight, else it amounts to shortchanging the region,” he said at a press briefing, adding that the South-east infrastructure deficit must be captured to ensure uniform development. Onyema however clarified that the caucus’ position does not automatically translate to the caucus backing the borrowing plan, as it would examine the details alongside the entire House before taking a final position on it. Despite the reservations expressed by some members of the House yesterday, the presidency expressed optimism that the lower chamber would approve the $30 billion external borrowing plan. Senior Special Assistant to the President on National Assembly Matters (House), Hon. Sumaila Kawu, in a statement, said his interaction with the leadership of the House indicated that the request would be approved. “We have identified the need to furnish the members of the House with the detailed breakdown of the borrowing plan to enable them make an informed decision on the matter. We are confident that the Senate, which had in a way demanded for the details, would revisit its position on the matter once the details are made available,” Kawu said. He thanked the leadership and members of both chambers for cooperating and approving all the requests forwarded by President Buhari in the last 17 months.

The federal government has moved to tighten the screws around corruption in the judiciary, with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) filing a nine-count charge against the outgoing Chief Registrar of the Supreme Court, Mr. Gambo Saleh, for allegedly diverting N2.2 billion. Saleh has just been confirmed by the National Judicial Council (NJC) to take over as the secretary of the council, effective July 2017. In the charge sheet filed by the ICPC at the Abuja High Court, Saleh has been charged alongside the Director of Finance of the Supreme Court, Mr. Muhammed Sharif, and one Rilwanu Lawal also of the Finance Department. This came just as the NJC finally bowed to pressure, saying yesterday that it would no longer allow judicial officers under investigation for corruption to perform judicial functions. Saleh, Sharif and Lawal were also accused by the federal government of obtaining gratification in the sum of N74.4 million. The charge sheet was dated November 3, 2016 and was filed on behalf of the Attorney General of the Federation (AGF) by the ICPC. They were accused of illegally diverting the sum of N2.2 billion into a private account in the United Bank for Africa (UBA) Plc. The offences were said to have been committed between 2009 and 2016. The charge sheet was signed by Mr. Hajara H. Yusuf, Principal State Counsel in the Office of the AGF. Saleh was appointed the Chief Registrar of the Supreme Court on November 24, 2014 by the incumbent Chief Justice of Nigeria (CJN), Justice Mahmud Mohammed. At the just concluded NJC meeting, he was appointed secretary of the council. However, his new appointment will come into effect by July next year, before which he will understudy the incumbent secretary of the council, Danladi Halilu, who will be attaining the retirement age of 60. Indicted Judges to Step Down But as the NJC came to terms with the knowledge that its new chief registrar has a case to answer, it finally succumbed to pressure yesterday on the indicted judges, saying that it would no longer allow judicial officers who are being investigated for high profile corruption cases to perform judicial functions. This decision was taken at the 79th meeting of the council held on the 2nd and 3rd of November 2016. A statement issued by the council’s acting Director of Information, Mr. Soji Oye, said: “Council also decided that judicial officers shall not be standing trial for alleged corruption related offences and be performing judicial functions at the same time. “Council however decided that it will ensure that judicial officers who are being investigated for alleged high profile criminal offences do not perform judicial functions until their cases are concluded.” The council also said that it had commenced implementation of specific aspects of the National Judicial Policy, which came into force in April 2016 and was launched on Monday, October 24, 2016. During the meeting, council also set up a Transparency and Anti-Corruption Policy Implementation Committee comprising Justice E. O. Ayoola (retired Justice of the Supreme Court) – chairman, Justice Kashim Zannah, Chief Judge of Borno State – member, A. B. Mahmoud (SAN), President Nigeria Bar Association – member. The council stated that Section 6 of the National Judicial Policy aimed at putting in place multifaceted strategies and guidelines would ensure transparency and eliminate corruption in the judiciary. The policy seeks, among other measures, to provide a platform and opportunity to citizens who profess factual and credible knowledge of information on the nature and modalities of corruption in the judicial system to ventilate them. APC Accuses Wike, Others Meanwhile, the ruling All Progressives Congress (APC) has accused the Rivers State Governor Nyesom Wike, his Delta and Akwa Ibom State counterparts – Ifeanyi Okowa and Udom Emmanuel – and former Akwa Ibom State governor, Senator Godwill Akpabio, of being behind the accusations levelled against the Minister of Transportation Rotimi Amaechi by two Supreme Court justices. Justices Sylvester Ngwuta and John Inyang Okoro, both of the Supreme Court, were two of the seven judges arrested by the Department of State Services (DSS) for alleged corruption last month. Shortly after the seven judges were granted bail, Justices Ngwuta and Okoro, in separate letters to the CJN, blamed their travails on Amaechi, whom they accused of trying to influence them into giving judgments that were favourable to the APC governorship candidates that contested the Rivers, Akwa Ibom and Ekiti gubernatorial elections between 2014 and 2015. All the three states are currently held by the opposition Peoples Democratic Party (PDP). But in a statement yesterday, the chairman of the Rivers State chapter of the APC, Chief Davies Ibiamu Ikanya, claimed that the allegations against Amaechi by Justices Okoro and Ngwuta had been linked to several top PDP leaders. He alleged: “The governor of Rivers State, Nyesom Wike, the governor of Delta State, Ifeanyi Okowa, the governor of Akwa Ibom State, Udom Emmanuel and the immediate past governor of Akwa Ibom State who’s now the Senate Leader, Godswill Akpabio (all PDP leaders), have been linked to the Supreme Court justices’ allegations against Amaechi. “These big four PDP politicians are said to be the biggest spenders who allegedly induced and bribed the Supreme Court justices with hefty sums of money to get favourable judgments. “They are said to be the major sources of the money, wealth and properties that have been traced by the DSS to Justices Okoro and Ngwuta. “These PDP bigwigs are said to have advised the justices to drag Amaechi into their arrest and investigation by the DSS. They believe doing so would muddle the waters, divert the media and public attention from the corruption allegations against them and make the whole arrest and investigations look like a political vendetta against the justices. “Our findings indicate that they told the justices that the Buhari government is after them, wants to bring them down, and that they must drag Amaechi down as well. “They deceived the justices to think and believe that Amaechi is the one behind their travails because of some state governorship electoral matters the Supreme Court handled, that the All Progressives Congress (APC) lost. “Rivers, Akwa Ibom and Delta governorship election appeals were cited to hoodwink Justices Okoro and Ngwuta into believing that Amaechi orchestrated their arrest and investigation.” APC further recalled that in the recent past, some media organisations had written articles on the scandal and the link between Justices Okoro and Ngwuta and the four PDP leaders. It said that an online news medium had specifically written about how huge sums of money in different currencies were channelled by these PDP leaders to induce the Supreme Court justices to influence courts’ rulings and get favourable judgments in the governorship election appeals of Rivers, Akwa Ibom and Delta States. “Amaechi was targeted because the four of them – Wike, Akpabio, Udom and Okowa – see Amaechi as a big threat to their political ambitions and calculations ahead of 2019 elections. “All four are from the South-south region, just like Amaechi. They are scared of Amaechi, his closeness to President Muhammadu Buhari, and they are afraid that Amaechi’s continual towering presence in the Buhari administration would truncate their plans and calculations for 2019. “They want to damage Amaechi irreparably and destroy him politically. The ultimate target is President Buhari, and to get to the president, the conspiracy is to take out Amaechi first. “Furthermore, our investigations reveal that all four PDP leaders hold one grudge or another against Amaechi. They desperately seek to destroy him. But they will fail,” APC said.

This is the first batch. One hundred and fifty thousand will work as teachers while 50, 000 will work as extension workers. Their pay which is 30, 000 per month, will go directly into their account"he said He added that the graduates would work for just two years in the civil service.
